In a bid to replace the decaying city of Detroit with their futuristic Delta City, the Omni Consumer Products corporation will stop at nothing to achieve their goal, even if it means forcibly evicting the city's inhabitants. As tensions rise, a mercenary army is deployed to intimidate and displace the residents, sparking an underground resistance movement. Amidst the chaos, Robocop is torn between his duty to serve the corporation and his growing sense of moral obligation to protect the people of Detroit.
