A top-secret weather control device, STORM, is launched into a weather front off the California coast, and its creator, General Roberts, orders it targeted at Mexico. However, a struggle on board the plane causes the device to head straight for Los Angeles, threatening to destroy the city. Meteorologist Ron Young must fly into the eye of the super-hurricane and regain control of the device before it's too late.
