A terrorist leader, posing as an environmentalist, orchestrates a takeover of an oil rig off California's coast, planning to detonate an electromagnetic bomb and cause chaos across the US. A tugboat captain, Lamont Dixon, survives an attack and is recruited by the FBI to infiltrate the rig, gather intel, and potentially stop the plot.
