A retired bomb expert, Howard Payne, holds a Los Angeles skyscraper's elevator hostage, demanding ransom. Rookie cop Jack Traven foils the plan, but Payne escapes and plants a bomb on a bus. The bomb will explode if the bus drops below 50 mph. Payne challenges Jack to stop him, warning that any attempt to unload passengers will trigger the bomb. Jack must keep the bus moving while Harry searches for Payne, racing against time and gas to prevent a catastrophic explosion.
