In a small town, a laid-back stoner named Mike Howell spends his days getting high and working on a graphic novel about a superhero monkey. Unbeknownst to him, he was once trained by the CIA to be a deadly assassin. When the agency decides to eliminate him, his former handler awakens Mike's dormant skills, transforming him into a lethal force. With his girlfriend in danger, Mike must utilize his newfound abilities to take down the CIA's failed test subjects who are sent to kill him.
