In a dystopian future United States, the government has outlawed personal vehicles, forcing citizens to rely on public transportation. A former race car driver, yearning for freedom, rebuilds his hidden car and sets out to reach "Free California", a haven that has broken away from the regime. He's aided by a rebellious teenager and pursued by government agents determined to crush his symbol of autonomy and restore order.
