A daring FBI agent infiltrates a notorious gang of surfers suspected of pulling off a series of brazen heists.
A gang of bank robbers, known as The Ex-Presidents, wreak havoc in Los Angeles, donning masks of former US Presidents. To crack the case, the FBI sends Agent Johnny Utah undercover to infiltrate the surfers' community, where he befriends Bodhi and becomes embroiled in the laid-back lifestyle.
