St. Jude Square is a neighborhood plagued by fear and despair, with dueling gangs of local kingpins terrorizing the streets and citizens living without hope. The arrival of mysterious stranger Ryan Hong, a skilled martial artist with a mentorship from the brilliant Tiano, brings a glimmer of hope as he uses his skills to play one gang against the other. However, his efforts are soon threatened by Mr. V, the corrupt police chief, who sees Hong as a threat to his regime and engages in a fierce battle to maintain control.
