Crusading journalist Cliff Roberts infiltrates a chain gang by posing as a prison guard, secretly documenting the harsh conditions using a hidden camera. However, the sadistic Captain Duncan discovers his ruse and has him brutally beaten by the other guards. Roberts manages to escape and publishes his exposé, ultimately leading to reforms in the prison system.
