Born in the Bronx, New York, Harney began his acting journey with intensive study under renowned acting teachers William Esper and Phil Gushee, who were both students and teachers of the legendary Sanford Meisner at The Neighborhood Playhouse School Of The Theater. After seven years of training, Harney went on to establish his own acting studio in New York City, where he directed and acted in over 80 plays and one-acts, including a Broadway production of On The Waterfront.
Harney's breakthrough role came when he landed the recurring part of Detective Mike Roberts on the critically acclaimed series NYPD Blue, a role he played for six seasons. He then transitioned to guest performances on various shows, including Deadwood, where he played the role of Steve Fields for two seasons. His association with producer David Milch, who also created NYPD Blue, has been a significant factor in his career.
