John Clifford Rose was born in Hamnish Clifford, Herefordshire in 1929, adopting the surname "Clifford" from his place of birth. He was educated at the King's School, Worcester and King's College London.
Rose began his acting career in repertory theatre and later joined the Royal Shakespeare Company (RSC). He gained international recognition for his portrayal of Sturmbannführer Ludwig Kessler in the BBC World War 2 television drama Secret Army (1977) and its sequel Kessler (1981).
In addition to his work with the RSC, Rose appeared in numerous television productions, including The Pallisers (1974),Fortunes of War (1987),and Alan Bleasdale's drama G.B.H. (1991). He also played the role of SS General Heinz Kammler in War and Remembrance (1988).
Rose's film credits include appearances in Doctor Who (1963),Callan (1967),and Pirates of the Caribbean: On Stranger Tides (2011). He also played King George V in Wallis & Edward (2005) and Bishop Wood in Foyle's War (2002).
In addition to his acting career, Rose has been involved in various charitable endeavors, including serving as a company director of the Actors Benevolent Fund. He is also an RSC Honorary Associate Artist and winner of the Clarence Derwent Award 2009 for his appearance in The Chalk Garden at the Donmar Warehouse, London.
Rose continues to perform poetry and prose recitals in Stratford upon Avon, UK, and has appeared in a number of other television productions, including Midsomer Murders (1997) and The Iron Lady (2011).
