In the town of Hard Times, a stranger brings chaos and destruction, killing the founder Fee and terrorizing the residents. The mayor, Will Blue, fails to stand up to the stranger, who also rapes a local saloon worker, Molly. After the stranger leaves, Blue vows to rebuild the town, but the townsfolk lose hope and abandon it.
