A bomb-sniffing beagle is fired from the mayor's office after a mistake, but is soon stolen by a mad scientist who gives him superpowers. The dog escapes and is adopted by a security guard and his teenage son, who keep his new abilities a secret. As the dog, Shoeshine, uses his powers to save people, the scientist and his accomplice try to capture him and take over the city.
