In a fifth-grade class election, a new student named Tyler, backed by three school bullies, runs against the teacher's preferred candidate, Margaret, who is trying to crack down on juvenile delinquency. With the help of his friends Lewis and Stu, Tyler's campaign takes off, but soon corruption and impeachment issues arise due to the revenge-seeking efforts of Russ Thoreau.
