In the tunnels beneath Manhattan, the Old Man governs Scum-City, promising a paradise within the earth's core once he finds five noble souls. To sustain himself, his followers engage in theft and drug dealing. Goliath, a terminally ill hunchback, sets out to find the noble souls and present them to the Old Man, brutally beheading those he deems worthy. Meanwhile, nine-year-old The Kid, armed with a water pistol filled with acid, tries to fulfill the Old Man's demands, encountering deadly gangsters and eccentric drug dealers.
