On a decaying ship, Mr. Fish's life is turned upside down when he catches a hyperactive young sea dragon named Pip stealing from him. The ensuing argument destroys both their homes, but they may find redemption in their quest for the fabled "Shimmer," a mythical entity granting wishes. However, they're not the only ones searching for it.
