Col. William Guile leads an army to find General M. Bison, who has captured many people, including three missing soldiers, including Charlie Blanka, who is transformed into a mutant by Bison. Meanwhile, Chun Li seeks revenge against Bison for her father's death. Guile recruits Ryu, Ken, Sagat, and Vega to find Bison's base, along with T. Hawk, Cammy, Balrog, and E. Honda, before Bison kills the hostages and takes over the world in three days.
