Born on April 26, 1933, in San Antonio, Texas, to parents Ina Louise and Joseph Thomas "Jodie" Burnett, who both struggled with alcoholism. Burnett's childhood was marked by instability, and she was left in the care of her beloved grandmother, who moved the family to Hollywood, California.

Burnett's early life was marked by insecurities and feelings of being a wallflower. However, she found solace in comedy and began performing at Hollywood High School. She attended the University of California, initially majoring in journalism before switching to theater.
