In this musical, set years after "The Rocky Horror Picture Show", a small town has transformed into a giant TV station where residents are either performers or viewers. Brad and Janet Majors, now married, have lost their spark and are struggling to rekindle their romance. Brad is sent to the local mental hospital, "Dentonvale", while Janet is recruited to become a new star. As she becomes enamored with her newfound fame, she forgets about Brad. But who is trying to win her over, and why?
