Rocky Jones and his team transport planetary diplomats to a United Worlds conference on space station X-07. However, evil Empress Cleolanta kidnaps the diplomats to gain leverage in exchange for high-level prisoners on Earth. Rocky discovers the plot and tries to negotiate a hostage exchange, but gets double-crossed by the Ophecians. The team is trapped in a conference room with a 3-hour time lock and dwindling air supply. They must use creative problem-solving skills to survive, including using Vena's lipstick tube as a screwdriver and Bobby crawling through an air duct to restore oxygen flow and escape.
