London-based hitmen Ray and Ken are sent to Bruges, Belgium to lie low after a botched job that resulted in the death of an innocent bystander. While Ken enjoys the city's charms, Ray is consumed by guilt and despondency. He meets Chloe, a film crew member, and begins to question his life choices.
