American FBI agent Cindy travels to Hong Kong to apprehend a criminal newspaper editor, Ronny Dak, who uses his newspaper's presses to print counterfeit money. Along the way, she teams up with old friends, including an undercover cop and a journalist, to take down Dak's kung-fu henchmen.
