On the city's mean streets, teenagers join gangs at 15, with Frankie leading the Hornets at 18. When a neighbor reports a zip gun sighting, Frankie vows to kill the old man, enlisting Lou and "Baby" in his plan. However, social worker Ben Wagner intervenes, trying to reach Frankie before it's too late. Meanwhile, Frankie's 12-year-old brother Richie is torn between admiration and fear for his older sibling, who's careening towards a potentially disastrous fate.
