In 1960s Brazil, a group of young thieves, the Tender Trio, rob motels and gas trucks, with younger kids learning from them. By the 1970s, Li'l Zé has gained power and controls the city, using violence and fear to eliminate rival gangs. His friend Bené is the only one who can keep him grounded. Meanwhile, Rocket, who wants to be a photographer, gets caught up in the chaos.
