Detroit Police Detective Sergeant Jericho Jackson, known as "Action Jackson," was a celebrated lieutenant but was demoted for his actions against a sociopath. He is now investigating a string of murdered trade union members connected to a major car manufacturer, Peter Anthony Dellaplane. Jackson discovers Dellaplane's plan to gain political power and manipulate the next US president, and frames him for the murder of his wife. On the run, Jackson is helped by friends from his old neighborhood and arranges a meeting with Dellaplane's union replacement, unaware they are being tracked.
