In the Limehouse district of London, a young Scotland Yard police officer is paired with a loyal police-dog named Rinty. Together, they investigate the East India dock, where a notorious gang, the Mediterranean Brotherhood, operates. The gang is led by a mysterious figure known as the "ape-man" or The Monk, who has committed brutal acts of violence, putting the entire city of London on high alert.
