A corrupt businessman, Kincade, threatens to exploit local ranchers by controlling the water supply and imposing unfair contracts. A government agent, Saunders, devises a plan to restore balance by diverting the Lost River, effectively rendering Kincade's water supply obsolete. To achieve this, Saunders convinces the ranchers to include a clause in their contracts, which would allow the land to revert to public ownership if Kincade fails to deliver the promised water.
