As the world approaches the turn of the millennium, the US government takes drastic measures to safeguard its top-secret files. Two drives containing sensitive information, including Treasury records and military plans, are entrusted to the CIA, NSA, and the President. The loss of either drive could have catastrophic consequences for national security. Ten years later, a small-town cop investigates a series of murders that he initially believes are the work of a serial killer. However, he soon discovers that the murders are linked to a much larger and more sinister plot: one of the drives has gone missing.
