At the end of World War II, a mysterious SS operation called Scarecrow was ordered by Hitler in Germany's Seelow Heights. Seventy years later, FBI agent John Fox discovers the existence of this clandestine operation while investigating a vigilante known as the Red Wolf. After killing the Red Wolf, Fox learns the shocking truth about Scarecrow and travels to Germany to meet Pastor Gabriel, who joins forces with a group of outlaws fighting the remnants of the Third Reich on an SS outpost. Together, they must defeat the Scarecrows and prevent the rise of a new evil that could bring about a Fourth Reich.
