In the picturesque town of Rutland, Vermont, a mental patient named Vincent suddenly goes on a rampage, killing four hospital staff members and making a daring escape. Meanwhile, a couple, Scott and Terry, embark on a mission to recover stolen money from Scott's brother, which they believe will soon be lost forever due to an impending dam release. However, their quest is complicated by the fact that Scott's brother is the local chief detective, hot on Vincent's trail. The two storylines converge when Vincent takes Terry hostage, leaving Scott to face a desperate fight for survival as the rising waters threaten to engulf him.
