A naval intelligence officer, posing as Carol Evans, exposes a naval officer, Jimmy Woodford, for selling military secrets to a foreign government through a stamp-collecting scheme. A new officer, Steve Fletcher, is sent to uncover the gang's identity by delivering an envelope to them. Steve meets Jimmy's girlfriend, who is also an undercover agent, and they follow Jimmy's usual route, leading them to various locations where they encounter a series of suspects.
