The movie follows Emily and Jared, a newlywed couple, as they return from their honeymoon to find their new neighbors, the Balmers, are Halloween fanatics. The Balmers' display is against the neighborhood's bylaws, which were thought to have banned Halloween after a scary incident when Emily was a child. Emily's parents reveal that the ban was never officially written into the bylaws, and they decide to reinstate Halloween with a caveat of keeping the scare factor to a maximum of five out of ten. As Emily and her husband work to bring back Halloween, Emily also reaches out to the source of the scare, a local reporter, and contemplates a career change. Meanwhile, Jared discovers a shocking secret about his family life, and their grandmother watches over them from beyond.
