A lone Chicago police officer, ostracized by his colleagues, launches a one-man crusade against a corrupt cop and their criminal associates, fueled by an unwavering commitment to restore law and order to the city.

A corrupt Chicago police officer, Eddie Cusack, is about to take down the Comacho gang when a rival gang intervenes, led by Tony Luna. The Comacho gang's leader, Luis, retaliates by killing Luna's family and kidnapping his daughter, Diana. Cusack must face the gangs alone, as his colleagues refuse to help him due to his past testimony against a corrupt cop. However, he receives aid from a police robot named Prowler as he takes down the gangs.
