Set in the near future, the film follows Lt. Cmdr. Allan Parker, a 40-something Sea Dog with a chip on his shoulder, as he navigates a thrilling underwater submarine action/sci-fi story. The action revolves around the Canadian energy industry's controversial plans to bring a pipeline to Tidewater, which has finally become a reality. However, things take a twist when giant submarines called S.U.L.C.C.s are used to transport oil instead of traditional tankers. A camera crew arrives to film an episode of "Humongous Boats," but they soon discover that the Russian submarine fleet has been dispatched to counter the Canadian enterprise, viewing it as a threat to their energy dominance. Additionally, the S.U.L.C.C.s' artificial intelligence robots have been infected with a virus called "Subroutine Menshevik," causing them to malfunction and become rogue.
