A powerful cattle tycoon's dominance is threatened when a cunning competitor introduces a riverboat cattle transport service, leading to a bitter rivalry that escalates into a brazen cattle heist.

In the movie, Roy Rogers and his friends, including the Sons of the Pioneers, work to protect ranchers from false accusations and high transportation costs. They devise a plan to convince Colonel Silas Popen to use his riverboat to transport cattle, but their efforts are thwarted by a rival trucking executive and his henchmen. The group must then fight to clear their names and restore order to Cherokee City.
