In 1963, Ho, an illegal immigrant, infiltrates Hong Kong and becomes embroiled in the city's underworld, engaging in frequent battles with rivals. After many brutal encounters, Ho's good nature is destroyed, and he becomes a monster, more depraved than the most corrupt officials and ruthless drug dealers. He rises to become the most powerful drug lord under the control of Chief Detective Sergeant Lee Rock, but with the establishment of ICAC in 1974, Rock is forced to retire early. Undeterred, Ho vows to become the sole ruler of the drug empire.
