Tara Fitzgerald was born in Sussex, England, to an Irish mother, Sarah Fitzgerald, and an Italian father, Michael Callaby. Her family moved to Freeport, Bahamas, where her grandfather, David Fitzgerald, was a well-established lawyer. When Tara was three, her family returned to London, and her parents separated when she was four. Her mother, Sarah, married Irish actor Norman Rodway, and Tara's half-sister, Bianca Rodway, was born shortly after.

Tara's early life was marked by frequent moves, attending five primary schools in various locations, including Glasgow, Dublin, and Stratford-upon-Avon. Her family eventually settled in South London, where Tara left school at 16 to pursue her dream of attending drama school. However, she was unable to secure a placement, and instead worked as a waitress in Europe for two years.

Tara then auditioned for the Drama Centre and was accepted, where she trained in method acting. Her training was intense, and she recalls it as a "long therapy session" that helped her break down her ego and rebuild it. After graduating, Tara was noticed by a theatrical agent and landed a co-starring role in the offbeat comedy Hear My Song (1991).
