Born in 1957, Vinokur's academic journey began in Leningrad (St. Petersburg),USSR, where he earned his Master's Degree in Engineering in 1979. He then pursued advanced training in directing at the Elite State Course for advanced directing with the Goskino of the USSR (the State Committee for Cinematography) in Moscow, graduating in 1984. Vinokur's expertise in scriptwriting was further refined through the Elite State Course of refined script writing with Gosteleradio of the USSR (State Committee for TV and Radio) in Moscow, which he completed in 1986.
