Richard, a notable individual, was born in the city of Pittsburgh, Pennsylvania, to a mother who was a Welsh immigrant. His adoptive father, a native of Pittsburgh, played a significant role in his early life. In the 1960s, Richard's family relocated to Los Angeles, where he completed his secondary education at Lennox High School.

Subsequently, he pursued higher education, earning a Bachelor of Arts degree in Theatre Arts from California State University, Dominguez Hills.

Years later, in 1979, Richard relocated his family to Grass Valley, California, where he became actively involved with the Foothill Theatre Company, a renowned regional theatre in Nevada City.

After a period of time, Richard returned to Los Angeles in 1991, opting to resume his acting career. During this period, he had the opportunity to perform over 70 skits on The Tonight Show with Jay Leno, a notable television program, in 1992.

Despite his professional endeavors, Richard still maintains a residence in northern California with his wife, Judy, and their daughter, Alexis. Additionally, he shares his life with two sons, Matthew and Justin, alongside his wife Judy.
