Born in 1959 in Urbana, Ohio, Clancy's life was marked by a strong connection to the world of politics. His father, Clarence J. "Bud" Brown, Jr., helped manage the Brown Publishing Company, a family-owned newspaper founded by Clancy's grandfather, Clarence J. Brown. Moreover, Clancy's father and grandfather were both Republican congressmen from the same Ohio district, and he spent much of his youth in close proximity to Washington, D.C.
