The esteemed Scotland Yard's Room 40, a key factor in the Allied victory, is threatened by corruption and deceit as a mole secretly undermines its integrity in the aftermath of World War I.

When Germany lost World War I, they blamed their defeat on Room 40, a British Admiralty unit that intercepted and decoded German wireless messages. In response, Germany trained a spy to infiltrate Room 40 for the next war. In 1939, John Usher, a genius at Room 40, is murdered, but his twin brother Robert impersonates him to continue his work.
