Roy Rogers stars as a Border Patrolman tasked with stopping the spread of hoof-and-mouth disease from Mexican cattle into the United States. He enlists the help of his Mexican counterpart, Lopez, who is killed by a gang of smugglers. As Roy investigates, he discovers that the gang is led by a wanted gangster named Lucky Guillo and his henchmen, who are trying to rustle cattle across the border.
