Genji Nakamura and Michiko Nishiwaki, a duo of thieves, plan to use stolen jewelry to buy arms from Hong Kong gun smugglers. However, they discover the jewelry is fake and their co-conspirator has betrayed them. Determined to get what's owed, they wreak havoc in Hong Kong. Meanwhile, Inspector Rachel Yeung is tasked with capturing them, but her uncle, Cameron Chung, feels the case is too dangerous for her and assigns her to escort a Tokyo officer, Fujioka, who has a personal vendetta against the thieves.
