In the aftermath of the Civil War, a retired Union soldier is recruited by the Texas Governor to quell a group of corrupt carpetbaggers, only to uncover that his trusted partner is exploiting the local population.

John Ashley, a former Union officer, returns to his Texas hometown to find a northern outsider, Benedict Holden, maintaining order with his armed troopers. Initially charmed by Holden's words, Ashley soon uncovers the truth: Holden is a ruthless carpetbagger who is killing and stealing from the locals under the guise of state authority.
