Northern Ireland's politicians have a history of talking past each other rather than engaging in meaningful dialogue. For the first 50 years, the state had a one-sided parliament, and since then, it has struggled to establish a stable form of government. The Good Friday Agreement of 1998 brought new hope, but the Assembly it created has operated erratically, with five suspensions.
