Crash Corrigan, a recent Annapolis graduate, and Diana, a driven reporter, embark on a quest with Professor Norton to uncover the source of a series of earthquakes: the mythical city of Atlantis. They journey by rocket submarine, with Professor Norton's son Billy stowing away. Upon discovering Atlantis, they become entangled in a conflict between peaceful and war-mongering Atlanteans, each wearing distinctive white and black capes. The group faces numerous perilous situations as they try to escape a tower raised from the sea, built to dominate or destroy the Earth, depending on the upper world's compliance.
