In the quiet town of Ravensback, a busload of children mysteriously vanishes, prompting Sheriff Billy to launch an investigation. His search leads him to a nuclear plant where a chemical leak has turned the children into violent, lethal "huggers" that are now terrorizing the town. As the body count rises, Billy joins forces with John, a desperate father whose daughter is among the missing, to put an end to the deadly outbreak and rescue the children before it's too late.
