Two Soviet sailors, Peter and Sergei, embark on a night of revelry in Liverpool, where Peter's limited English allows him to connect with locals Elaine and Theresa. Peter and Elaine form an instant connection, but their time together is cut short when they must depart with the ship. Elaine becomes smitten and pens a letter to Soviet leader Leonid Brezhnev, imploring him to facilitate a reunion.
