In the military-run metropolis of Rain City, a group of individuals converge on Wanda's Café, a gathering spot for those seeking a fresh start. The café is run by Wanda, a former lover of John Hawkins, a former police officer who was released from prison after serving eight years for murder. Hawk has returned to Wanda's to restart his life, but finds himself falling for Georgia, a young mother who is struggling to make ends meet. Georgia's husband Coop has become involved with a criminal named Solo, which threatens their relationship and their safety.
