In ancient China, the ambitious King Ying Zheng of Qin seeks to conquer the remaining six kingdoms by appearing invincible. He dispatches his concubine Zhao to the Han Kingdom as a spy, where she befriends and woos assassin Jing Ke, all while secretly plotting his downfall.
